(a) To give the Generalissimo the assurance

that full facilities will be made

available through the Hong Kong area for the assistance and support of Chinese and American forces who may still be either engaged against the enemy or involved in securing the hinterland, so far as the conditions of the port állow.

(b) To ask the Generalissimo, if he is

satisfied with this assurance, to inform Wedemoyer to that effect.

We would hope that the way would then be clear for Wedemeyer to tell MacArthur to arrange for the surrender to be made to the desired British Commander.
